Safety Center

This Safety Center describes the measures Hoorly ("we", "us", "the Service") takes to protect its users, the safety tools available to you within the app, and the standards we enforce. It forms part of our Terms of Service and should be read together with our Community Guidelines and Privacy Policy. Where this document describes enforcement measures, those measures are applied in accordance with the Terms of Service and, for users in the European Union, in accordance with Regulation (EU) 2022/2065 (Digital Services Act, "DSA").

1. Age Requirement (18+)

Hoorly is strictly an adults-only Service. Use of the Service by any person under the age of eighteen (18) is prohibited. We enforce this requirement through:

2. Child Sexual Abuse and Exploitation (CSAE) — Zero Tolerance

Hoorly maintains an absolute zero-tolerance policy towards child sexual abuse and exploitation. The following conduct results in immediate and permanent account termination and, where required or permitted by applicable law, referral to law-enforcement authorities and/or relevant reporting bodies:

Reports of CSAE receive the highest review priority. We preserve relevant evidence to the extent legally required and cooperate with competent authorities in accordance with Section 9 below. CSAE concerns can be reported in-app or directly to support@hoorly.com with the subject line "CSAE".

3. In-App Safety Tools

The Service provides the following protection tools, available to all users free of charge:

BlockImmediately and mutually removes visibility and contact between two accounts, across all surfaces of the Service (discovery, nearby, messages, taps, posts, stories). Blocking is enforced server-side and cannot be circumvented by the blocked user within the Service.
ReportAvailable on every profile, message conversation, post, comment and story. Reports are confidential; the reported user is not informed of the reporter's identity.
Photo verificationA two-phase selfie liveness check reviewed by our moderation team. Verified profiles carry a visible badge. A privacy-preserving "privately verified" option exists for users who do not wish to show their face publicly.
Phone verificationOptional SMS-based verification adding an additional trust signal and account-security layer.
Incoming photo blurOptional setting that blurs photos received in messages until you actively choose to reveal them.
Message requestsOptional setting requiring first-time senders to be approved before a conversation is opened.
Location controlsDistance display can be disabled; precise location is never shown to other users (see Privacy Policy). Displayed distances are deliberately approximated.
Invisible modeOptions to hide online status and browse without leaving profile-view traces.
Screenshot protectionTechnical measures that restrict screen capture within sensitive areas of the app, where supported by the operating system.

4. Content Moderation

We operate a layered moderation system:

Statement of reasons and appeals (EU users). Where we remove content or restrict an account of a user in the EU, we provide a statement of reasons in accordance with Article 17 DSA, unless legally restricted. You may contest a moderation decision within six (6) months via support@hoorly.com; appeals are reviewed by a person not involved in the original decision.

5. Prohibited Conduct

Without limiting the Community Guidelines, the following are strictly prohibited and actionable: harassment, stalking or threats; hate speech; non-consensual sharing of intimate images ("revenge porn") or threats thereof; impersonation; extortion, romance scams and other fraud; solicitation or offering of commercial sexual services; sale or promotion of illegal drugs; and any attempt to obtain another user's off-platform credentials or financial information.

The following guidance is provided for your safety. It does not constitute legal advice and does not create any duty of care beyond that required by applicable law:

7. Safety of LGBTQ+ Users When Travelling

Laws and social conditions concerning LGBTQ+ people differ significantly between countries. Where the app is used in a jurisdiction in which same-sex conduct is criminalised or LGBTQ+ persons face elevated risk, we recommend heightened caution: consider disabling distance display, using the privately-verified option, and reviewing resources published by ILGA before travelling. The in-app Safety Center lists region-specific support organisations.

8. Support Resources

If you have experienced abuse, assault or discrimination, the organisations listed in the in-app Safety Center (Settings → Safety Center) provide confidential support, including ILGA Europe (international), Deutsche Aidshilfe and MANEO (Germany), and KAOS GL and SPoD (Türkiye). These organisations are independent of Hoorly; we assume no responsibility for their services.

9. Cooperation with Law Enforcement

We respond to lawful requests from competent authorities in accordance with applicable law, including the GDPR and, where applicable, the DSA. Requests should be directed to support@hoorly.com and must identify the requesting authority, the legal basis of the request, and the specific data sought. Where we are legally permitted and it does not compromise an investigation, we notify affected users of such requests. In cases involving imminent danger to life or safety, we may disclose necessary data on the basis of Article 6(1)(d) GDPR (vital interests).

10. Reporting Channels and Single Point of Contact

We aim to acknowledge safety-related reports within 48 hours and to resolve them without undue delay, prioritised by severity.

11. Changes to This Document

We may update this Safety Center from time to time. The version and effective date are indicated at the top of this page. Material changes will be announced in the app or by other appropriate means.
